Starfox adventures walled city

Hi,
So I get to the walled city, I know I need to do the ground quake on the blue sparkling circles, so that's what I try. Instead of starting a count down, the sparkle just goes away and nothin happens. Is there a glitch in the game, or did I miss something?

Please help.
